A person who travels to Jeddah on business and later wants to perform Umrah must enter the Ihram after crossing the border to Haram. A pilgrim who lives in Al-Hil or travels to Al-Hil, or a person with a family member or friend in the State of Al-Hil must enter this state after he has crossed the borders of Haram, and the person who travels from Jedah to Mecca (or from the other side of Mecca) for business reasons, or later wishes to perform Salah in Haram, must also enter this Ihram. This Ihram is required for an individual in Al- Hil to have the opportunity to travel to Mecca to conduct Salah's in Haram and visit friends and relatives.

Muslims who come to Mecca with the intention of performing Umra or Hajj must pass through Meeqat by first entering the state of Ihram before entering the holy city of Mecca.
